The government created 1200 job posts in the public sector in a difficult period for the state coffers, asking by the tax payers the sum of €48 million for the coverage of the additional annual expenses that will emerge. The sharp increase in fiscal deficit in the first four months of the year, the shrinkage of the state revenues and the Finance Minister's commitments for a reduction in the number of the public employees are not taken into account by the government, which sees that there is a lack of employees in several services.
Therefore, the Finance Ministry submitted to Parliament two supplementary budgets, one for the employment of 1,083 persons in the public sector with an expenditure of €45.4 million and a second one for the employment of 112 policemen for the airports with an expenditure of €3 million. With those employments, the number of the civil servants will increase by 1.5-2% and will exceed 55 thousand.
The first budget includes regulations for the creation of 1,288 job posts and the abolition of 205 posts.
The proposed bill includes a series of regulations, most of which concern the opening of posts in top priority services such as health, education, social welfare etc.
The posts concern:
- Agreements that were reached from time to time, such as with PASYKI for the creation of 50 new posts.
- The sector of health for the creation of posts in several sectors, such as in the administration of the Health Ministry, the management of the Nursery Services, Dental Services and the General Chemical Laboratory of the State.
- Education Ministry
- Social Welfare
- Commitments for new posts in Prisons Department
- Posts emerging from European Directives, such as the Merchant Marine, the General Chemical Laboratory of the State, the Veterinary Services and the Road Transport Department.
The posts are recommended after concerns in relation to the needs that the services have and the rationalization of their organizational structures so as to meet the increased demands of the society and the European commitments.
The bill also provides for the readjustment of the payroll for 620 posts and personal arrangements that concern 29 posts.
112 posts for the police
The government also created 112 new posts for the needs of the airport security in Larnaca and Paphos.
According to the report that accompanies the supplementary budget, after the collapse of the negotiations with the strategic investor of the Larnaca and Paphos airports, the Council of Ministers decided that the security services will fall under the state.
The Public Administration Department in agreement with the Justice Minister carried out a study for the additional needs of the police in staff. Those needs require the creation of 112 job posts, while the average long-term expenditure has been estimated at €3 million.
